Anyway- Keep it Clean: Chipp can generate electricity!
He's got electric-based magic back home, and that includes just... ambiently generating it. Until he's needed for anything else, this is largely what he'll be doing, but almost exclusively for Otherworlders; if someone needs their device charged, needs a generator for a moment, or just needs someone who makes a LOT of light to see by, he's your guy!! His helmet + prosthetic arm are also surprisingly good sources of light, too; he can even brighten his screen up a bit more than usual just to light up the area around him. This'll be the friendliest prompt; he may even wander around Ellipsa, offering to help with this where he can!
Not only that, but Chipp has both a Crocalor and a Varoom; the Crocalor will be with him as a light source (that he'd be willing to lend to others for a while, even!), and his Varoom... uh... Well, his Varoom will look very cute following him around.
When The Lights Go Out: Obviously, this is where the killing comes in -- SO. In life, Chipp was a serial killer, himself - specifically, he'd target other particularly terrible criminals, and he kinda ended up both a folk hero and public enemy #1 because of it. After he was caught and executed for it, he just continued doing it in the land of the dead, though in the form of "fates worse than death" as the other Grim Reapers like himself would just come back the next day once they were killed.
What I'm saying is THIS IS HIS JAM. Unfortunately.
He's also been in a... let's say, a fragile emotional state? Since coming back to Ellipsa. People he really, really cared about have gone back home to some very terrible lives, and there's nothing he can do about it - He's been wanting to do something like this just to get out his feelings, but reining it in just due to a sense of obligation toward keeping the peace. So he'll be using this as a chance to do exactly what he's been wanting to do, just to work out his own hurt as much as he can. Yes, he recognizes that normal people would just go to therapy, but he will not be taking constructive criticism at this time, thank you--
Of course, Chipp isn't going to target just anyone; per this answer right here, Chipp will target red-bracelet criminals first and foremost, and will be okay with killing blue-bracelet criminals if they don't back down on their own. The rest will be outright ignored.
Important to note is that he will not stop if confronted by others, even if they're close CR. That said, he'd be willing to listen to others and whatever they may have to say about it - it won't stop him, but he will consider their words.
Tied Up Solution: Chipp's going to want to help, but exclusively in the Desert of Illusions; he's not going there specifically to break those rods, they're just a convenient excuse for him to go check out the desert and see how it compares to his own desert back home, LMAO. But that means he's available for this, as long as your character can withstand the heat!
