They have different colored bracelets on their wrists that usually work to restrain them in emergencies but with the electricity/systems down it's not possible to remote control them.

Red ones are the most dangerous ones.
Blue ones are violent, but not necessarily lethal.
Green ones simple robberies or other non-dangerous crimes.

And white bracelets are basically people who constantly get into trouble and get tossed into jail.
