1. Yes, exactly. Any regular mirror in the city can do the same thing, as can any other reflective surface.

2. Like in the cave, the reflections come out. However since they're not in a closed space like the cave they may attempt to leave and cause havoc out of reach.

And similarly, they have to be either physically fought or talked down.
